Updated EHCP Casework Team Structure (June 2026)

Oxfordshire County Council has published an updated EHCP Casework Team structure, showing the different teams and officers responsible for Education, Health and Care Plan (EHCP) casework across the county.

Understanding who is responsible for your child’s case can sometimes be confusing, particularly when staff change or cases move between teams. We’ve therefore shared the latest EHCP Casework Team Structure, provided by Oxfordshire County Council, to help families identify the relevant team and officers.

Alongside the team structure, we’ve also created a simple guide explaining Oxfordshire County Council’s expected response times and the escalation process if you don’t receive a response.

Response times

Oxfordshire County Council expects members of the EHCP Casework Team to respond to parents, carers and education settings within five working days.

If you haven’t received a response within this timeframe, the escalation process is:

  1. Your EHCP Casework Officer or Assessment Officer – your first point of contact and the person who knows your child’s case.

  2. Business Support Team – if you haven’t received a response within five working days, contact the Business Support Team on 01865 815275.

  3. Senior Officer – if your concerns haven’t been resolved, you can escalate the matter to the relevant Senior Officer.

  4. Lead Officer – if further escalation is needed, you can contact the relevant Lead Officer.

We’ve summarised this process in the infographic below.

Please note

The EHCP Casework Team Structure reflects the information shared by Oxfordshire County Council in June 2026. Staffing, vacancies and team responsibilities may change over time, so the document should be viewed as a snapshot of the service at the time it was published.

If you’re experiencing ongoing communication difficulties, delays or other issues with the EHCP process, we’d encourage you to let us know through one of our feedback routes. While we can’t support individual cases, your experiences help us identify recurring themes and work with Oxfordshire County Council and our Local Area Partnership to improve services for all families.
