‘Have Your Say’ on the refreshed Local Area Partnership Strategy for Children and Young People with Special Educational Needs and Disabilities (SEND)

In Oxfordshire, the Local Area Partnership (LAP) brings together representatives from Oxfordshire Parent Carers Forum (OxPCF), SENDIASS, Oxfordshire County Council (OCC) education and social care, and the Thames Valley Integrated Care Board (ICB) to improve services for children and young people with SEND.

Using feedback from children, young people and families, engagement activities and learning from inspections, the partnership has co-designed a draft SEND Strategy for 2026–2029. We’d now like to hear your views before the strategy is finalised.

View the Local Area Partnership SEND Strategy (Draft) 2026-2029. SEND support is currently undergoing national reform. The draft strategy explains how Oxfordshire’s long-term vision for SEND aligns with the local SEND Reform Plan.

Download SEND Reform - a guide for Oxfordshire. This guide lays out what changes and improvements are planned for children, young people with SEND and their families in Oxfordshire, including answers to frequently asked questions (FAQs).

The partnership’s ambition for children and young people with SEND is that they are valued, included, supported early, and are able to thrive in their communities and prepare confidently for adulthood. The plan provides a clear framework for how the LAP will work together to improve experiences and outcomes for children, young people and their families.

Have Your Say

The plan is going out for consultation with a wide range of people across Oxfordshire to make sure that everyone ‘has their say’ on it. There are different ways you can participate.

Take the SEND Strategy survey.

  • Please read the draft strategy document before you start the survey.

  • Complete the online survey using the link below or complete this shortened mentimeter survey

  • The survey should take about 20 minutes, depending on how much you want to tell the LAP.

  • Please submit your completed survey by 3 August 2026.

The Future of SEND in Oxfordshire – Strategy & Reform Webinars

Our two Future of SEND in Oxfordshire – Strategy & Reform webinars took place on 7 and 9 July 2026.

A huge thank you to the nearly 100 parent carers who joined us, took part in the live polls, and asked thoughtful questions throughout both sessions. Your feedback and experiences are invaluable in helping shape future SEND services in Oxfordshire.

If you weren't able to attend, or would like to revisit the information shared, we've created a dedicated resource page where you'll find:

  • the SEND Reform presentation recording

  • information about the draft Oxfordshire SEND Strategy 2026–2029

  • a summary of both webinars (coming soon, following Local Area Partnership sign-off)

  • links to the draft strategy and consultation resources.

Learn more about what's happening with national SEND reform.

In this recent video published by the Department for Education, parent and SEND campaigner Hayley Harding puts parents' biggest questions directly to Minister for School Standards Georgia Gould. This conversation tackles the issues families want answered, so every child can achieve and thrive.
